Since 1967, Canada has operated a points-based system to draw in top talent from around the world and ease shortages in its labour market. The two most sought-after routes today are Express Entry and the Provincial Nominee Program (PNP), both scoring applicants against criteria such as age, education, professional experience and language proficiency. Either journey follows a similar arc: calculating your CRS score, gathering documentation, building a profile, receiving an Invitation to Apply (ITA), and ultimately securing permanent residency.

Overseeing these skilled worker pathways is Immigration, Refugees and Citizenship Canada (IRCC), the federal body tasked with matching qualified applicants to the country's workforce needs. Once an applicant's CRS score meets the required threshold, IRCC issues an ITA — opening the door to a Canada PR application, and eventually, citizenship.

Beyond Express Entry and PNP — the two flagship programs — Canada also runs a handful of smaller, targeted pathways, including pilot immigration initiatives and start-up visa options, all aimed at meeting different segments of labour demand.

Express Entry

Launched in January 2015, Express Entry is Canada's flagship digital system for identifying and inviting qualified professionals to fill the country's labour gaps. It is organised into three sub-programs:

  • Federal Skilled Worker Program
  • Federal Skilled Trades Program

Provincial Nominee Program (PNP)

Under the PNP, individual provinces and territories nominate applicants who intend to settle and work within their borders. Each region tailors its own version of the program — targeting groups that range from students and semi-skilled tradespeople to skilled professionals and entrepreneurs. A nomination from a province or territory is a prerequisite for this route:
